Dear Colleagues,

As you know, the FELIX Letter of Intent was submitted to the LHCC for consideration at it's meeting of 4-5 September. You can find the text of the LoI on the FELIX webpages in both html and ps format.In addition, some 2400 copies have been printed, which we are now distributing. The LHCC appointed referees at it's September meeting. They are: G. Altarelli (CERN) A. Erediato (Naples) D. Hartill (Cornell, Coordinator) We look forward to the refereeing process, which we expect will provide substantial guidance as we work towards the preparation of the Technical Design Report. To this end, it is extremely important that we continue the work begun in the LoI. If you have not communicated with us on the organizaton of your work during this next phase, please do so as soon as possible. We will direct the questions of the referees to you in order that we can work together on them. A fast response to our referees is in our interest. We have to wait for their preliminary report before we get the green light to proceed further. Another crucial activity during this phase of FELIX is the recruitment of additional collaborators. We urge all collaborators to pursue this actively. It would also be very helpful if you could each take the time to identify potential collaborators and communicate these lists to us.
